Chae was born in April 1952 in Sang-Joo, South Korea. As a competent businessman, he took over the management of two firms however in 1988, a car accident made him a quadriplegic. He made his first attempts at mouth painting in November 1993, when he heard of the existence of the MFPA. He took painting lessons from a professional art teacher for two years and has loved painting eversince. He favors painting in watercolors and is inspired by the nature and culture around him which he often uses as subject for his painting.
